Hvers vegna þetta skiptir máli
Fullyrðingarnar snertaallegsxendir milli leiðenda NABU og SAP, embaettis forseta og þjónusta GUR. Atvik þessi fara því nærri kjarnanum í inn lands stjórnmálum Úkraína og tengjast málinu „Karfagen“, þar sem rannsóknir stofnunanna tóku að því að greina grænandi samstarfssemi fyrir svindlukol-þjónustu. Á sama tíma eru fullyrðingarnar stuðlaðar til заперечення от NABU og SAP, Кравченко gaf not dоказів, and the investigation in Austria into four Ukrainian nationals remains open. Кравченко's continued stay outside Ukraine is another element of the dispute.
Hvað gerðist
Ruslan Kravchenko, who served as Ukraine's prosecutor general until 15 September 2026, published a statement on Telegram on 28 October. He said that in September he learned a group of people had been sent after him to Austria to carry out unlawful violent actions against him. According to him, the leaders of NABU and SAP asked for the group to be sent, and orders for it came from the Office of the President, although he acknowledged he had no reliable information about who actually gave the order. He did not provide evidence for these claims in his statement.
Kravchenko identified two of those detained in Austria as active military intelligence personnel from the „Artan“ unit, saying one had previously worked in NABU's external surveillance unit and that unit commander Viktor Torkotyuk was also in Austria when his subordinates were detained. He also said journalist Mykhailo Tkach had been in Monaco before an incident involving intelligence personnel and in Vienna while they were being detained, and demanded a legal assessment of these circumstances by European law enforcement. He provided no confirmation that the journalists were involved in unlawful actions.
NABU and SAP denied any involvement and said Kravchenko's claims did not correspond to reality, calling the statement an attempt to secure protection in his country of residence. Separately, in Austria, journalist Mykhailo Tkach of Ukrainska Pravda and cameraman Yaroslav Bondarenko were detained in Vienna on 8 October while working on a story related to searching for Kravchenko, and two other Ukrainian nationals were detained on 6 October. Both journalists were released the following day, and the Austrian prosecution found they had no connection to the previously detained Ukrainians. Bondarenko was injured during the detention. The suspicion of espionage against Tkach, which Austrian prosecutors said was based on witness statements, was not substantiated.
Hvernig úkraínskar heimildir lýsa atburðinum
Ukrainian reporting centers on Kravchenko's social media allegations, his unexplained stay abroad, the response of the institutions he accused and the „Karfagen“ context. Significant attention is given to NABU, SAP, the Office of the President, military intelligence personnel and the status of the Austrian investigation. The claims are presented alongside the fact that Kravchenko supplied no evidence and that NABU and SAP officially denied involvement.
Hvar frásögnum ber ekki saman
The core dispute is between Kravchenko and the institutions he accused. He claimed the leaders of NABU and SAP requested the deployment of the group and that orders came from the Office of the President. NABU and SAP denied any involvement and called the statement an attempt by Kravchenko to obtain protection in his country of residence.
A second divergence concerns the identity of two people detained separately in Austria. Kravchenko described them as active military intelligence personnel and added details about the group's composition. Austrian authorities did not identify the two men and provided no evidence supporting his claims about their affiliations with GUR or NABU. The Austrian prosecution also stated that Tkach's detention was not caused by his profession but by witness statements, without explaining how their reliability was verified.
Baksvið
Kravchenko left Ukraine on the night of 14 September for a five-day Paris assignment that ended on 18 September, and did not return to work. On 15 September, the Verkhovna Rada supported his resignation by 317 votes, after which President Volodymyr Zelenskyy dismissed him as prosecutor general; he remained a prosecutor in the Office of the Prosecutor General. On 17 September, Anton Kovalskyi, formerly head of the Khmelnytskyi regional prosecutor's office, became acting prosecutor general.
Before his resignation, NABU and SAP had announced the „Karfagen“ operation on 4 September, concerning an alleged criminal organization that covered for fraudulent call centers. The lead suspect is Serhiy Kro pyva, a deputy head of one of the Office of the Prosecutor General's departments, who was taken into custody with the possibility of posting bail of 120 million hryvnias. Kravchenko says he had no connection to that activity, gave no instructions to facilitate it and did not use his authority for that purpose, and that no official charges were brought against him. On 9 October, the Office of the Prosecutor General said it was investigating the circumstances of his departure and the actions of officials within „Karfagen“.
The Austrian investigation involved four Ukrainian nationals. Austrian authorities did not identify the two nationals detained separately from journalist Mykhailo Tkach and camera operator Yaroslav Bondarenko.
